Serbian Central Bank May Sell Euros to Support Dinar (Update1)
By Svenja O'Donnell
Jan. 21 (Bloomberg) -- Serbia's central bank is ready to use its foreign currency reserves to bolster the dinar and contain inflation if political uncertainty leads to further currency weakness, bank Governor Radovan Jelasic said.
The dinar fell 9.7 percent against the euro between October and November, making imports more expensive and driving up inflation to 11.9 percent in December from 10.4 percent in the previous month and 9.8 percent in October. The bank said on Nov. 29 it spent 4 million euros ($5.81 million) of its reserves to buy dinar in the preceding days as the currency slumped.
``The market is nervous with the presidential elections,'' Jelasic said in an interview in London on Jan. 18. ``If we see that the policy rate is not providing us with an exchange rate that will secure us core inflation between 3 percent and 6 percent, of course we will be considering using foreign currency reserves. We cannot exclude this automatically.''
Investors are concerned President Boris Tadic, who aims to bring the country closer to the European Union, may lose a runoff election on Feb. 3 against the Serbian Radical Party's Tomislav Nikolic, who favors firmer links with Russia and an end to state-asset sales. An exit poll taken after yesterday's first round showed Nikolic came first with a 4 percentage-point lead.
Economic Revival
The dinar strengthened against the euro after the election, trading at 80.099 to the euro at 11 a.m. in Belgrade, up 1.6 percent from Jan. 18, according to Bloomberg data.
``There will be uncertainty in the market'' until there is the runoff, said Martin Stelzeneder, an analyst at Raiffeisen Zentralbank Oesterreich in Vienna. ``If Mr. Nikolic wins, there will be concerns about investments'' in Serbia and ``downward pressure on the dinar.''
The central bank seeks to bring Serbia's economy closer to EU norms by curbing inflation and protecting real wages. Economic growth averaged an annual 6 percent over the past five years, spurred by foreign investment, after the Balkan civil wars of the 1990s devastated infrastructure and reduced gross domestic product by two-thirds.
Higher global food and energy costs and a weaker dinar are putting pressure on inflation and prompted policy makers to raise the benchmark interest rate last month to keep prices in check.
Interest Rates
Policy makers kept the key two-week repurchase rate unchanged at 10 percent on Jan. 17 after core inflation remained within the central bank's target in December.
``Inflation will continue to increase, especially through the first quarter and the second quarter,'' the 39-year-old Jelasic said. ``We are going to be as restrictive as it's needed in order to meet and fulfill our goal. We are ready to use part of our reserves if we see that the reference rate isn't a strong enough tool.''
The bank used some of its $16 billion of foreign currency reserves to support the dinar in May after Nikolic's election as parliamentary speaker caused the Serbian currency to slide as much as 3.5 percent and the stock market to lose about 25 percent of its value, Jelasic said.
``We are politically independent and if this is a negative consequence we definitely will have to be more proactive,'' said Jelasic. ``Our final goal is to achieve price stability.''
Serbia's foreign direct investment will probably increase to $6 billion this year from $4 billion in 2007, Jelasic said.

| Serb dinar soars as vote heads for second round 21 January 2008 Reuters News
BELGRADE, Jan 21 (Reuters) - Serbia's dinar currency trimmed its gains in active interbank afternoon trade following an initial relief rally after the voting results in Sunday's presidential election set the stage for a second round vote.
While the currency bucked the global trend, the stock market lost 1.6 percent as foreign investors sold Serbian assets.
The dinar <EURRSD=> traded at 80.75/euro at 1520 GMT, down from 79.79/79.95 to the euro earlier in the day, but up from 81.4512/euro where it closed on Friday.
The Vienna-listed index of eight Serbian assets .SRXL closely tracked the trend, losing 1.82 percent.
Nationalist Tomislav Nikolic took 39.6 percent of the vote in the first round on Sunday ahead of 35.5 percent for pro-Western President Boris Tadic.
"It is difficult to imagine the market remaining cool to politics over the next two weeks," one currency dealer said.
Analysts expect a tight race in a Feb. 3 run-off, seen as deciding whether Serbia moves on with reforms and towards the European Union or opts for closer ties with Russia, its sole ally in fighting the independence of its Kosovo province.
"It seems the market has digested the election results and we saw some foreigners buying euros today," one currency dealer said after the market traded 170 million euros until 1200 GMT -- what it normally trades for the whole trading day.
Dealers said liquidity was abundant as everybody in the market -- clients, foreigners and banks themselves -- started to unload their euro holdings, built up ahead of the ballot.
Unlike the dinar, emerging European currencies sold off sharply on Monday due to souring global market sentiment.
The Belgrade stock exchange reported declining trading volumes and falling prices at the end of the trading day. After opening 0.05 percent up in a lean morning trade, the main share index fell driven down by cheaper banks.
"With global markets falling, you don't expect foreigners to sell elsewhere and buy in Serbia, where political risk is an extra on top of all sorts of concerns," Aleksandar Malisic, the head of Raiffeisenbank's brokerage unit said. _________________ He makes millions of dollars come out of those phones.
